Overview
Legislation requires municipalities with populations of 25,000 or more to have fair rent commissions in place to make studies and investigations, to conduct hearings, and to receive complaints relative to rental charges and housing accommodations in their jurisdictions. Rental units include apartments, mobile homes and houses. They do not include accommodations rented on a seasonal basis, such as through the vacation rental website Airbnb.
According to Connecticut General Statutes, rulings that the Fair Rent Commission can enact are:
- No rent increase.
- Delayed or staggered rent increase.
- Rent reduction.
- Lowering rent until repairs are made.
- Allowing rent increases to go forward.
- Ordering the landlord to cease and desist retaliation efforts against tenants for filing complaints.
